Download map list missing full list sometimes

I have noticed on a few devices that the full list of available maps are not always in the downloads list? I had this on my Note 3 at one time but tried again later and it (UK ...at the bottom) then appeared. Another 2 devices had some missing even though connected to the internet (One only had the World and Australia!)
