I found it out...
Using the last programme I mentioned, MAPC2MAPC (
http://www.the-thorns.org.uk/mapping/), you can georeference an image, jpg, png or other formats, and then convert it to Mobile Atlas .sqlitedb...
I did it this way... first read "Calibrating a map with google earth" help topic (
http://www.the-thorns.org.uk/mapping/GEcalibrate.pdf) , after done that, in FILE menu, choose "Write mobile atlas", "Select atlas" Locus/RMAPS/Galileo sqlite.db, "Zoom levels" 8-11, then OK, and it´s done... then take the file and move it to GPS ILS VOR / maps folder
