building database outside android?

Hi,
my phone seems to be extremely slow when trying to download nav database. Maybe it is because I don't have much memory.
However, I think it would be nice if the .db file could be built on a PC and then just copy it to the phone.
Is it possible?

Otherwise, could someone download the database for Argentina and send it to me?
